Rachel Kidenda is a governance and institutional systems specialist with over 15 years of experience advising governments, development partners, and public institutions on the design, implementation, and strengthening of governance, legal, and policy frameworks. Her work focuses on translating constitutional, legislative, and policy mandates into operational systems that enhance institutional effectiveness, accountability, and citizen-centred service delivery.
Her professional experience spans national and subnational governance reform, including a central role in developing public administration systems that underpin Kenya’s devolved governance architecture. She has supported the establishment of foundational institutional and legal frameworks for newly created public institutions, designed intergovernmental consultation and cooperation mechanisms, and contributed to the development of structured intergovernmental relations and dispute-resolution systems embedded within governance practice.
Rachel has also led and contributed to legislative development and parliamentary-strengthening initiatives, including supporting legislative drafting, strengthening committee oversight, and designing institutional procedures to improve legislative performance and executive accountability. Complementing this work, she has undertaken applied governance and public policy research on accountability systems, anti-corruption frameworks, institutional performance, and regulatory effectiveness, generating evidence to inform policy reforms and public-sector governance programming.
Her advisory work combines rigorous legal and policy analysis with practical implementation design, including support for the development of regulatory frameworks, institutional operating procedures, and capacity-development systems that enable public institutions to operationalise complex reforms in a sustainable and context-appropriate way. She has directed large-scale, multi-million-dollar, multi-stakeholder governance reform and institutional-strengthening programmes, overseeing multidisciplinary expert teams, complex technical portfolios, and high-level policy reform processes that have contributed to policy, legislative, regulatory, and institutional reforms adopted at senior government levels.
Rachel is the Managing Partner at Kidenda, Onyango, Anami (KONAN) & Associates, where she leads the firm’s Governance Advisory, Legislative and Regulatory Practice, Institutional Reform Advisory, and Public-Sector Programme Design services. In this role, she provides strategic leadership on governance systems design, legislative and regulatory advisory services, institutional reform programmes, and policy implementation support, while overseeing the firm’s strategic growth and operations.
Rachel holds a Master of Laws (LL.M) in International Economic Law from the University of Warwick, United Kingdom; a Master of Arts (MA) in International Studies and a Bachelor of Laws (LLB) from the University of Nairobi, Kenya; and a Postgraduate Diploma in Law from the Kenya School of Law. She is an Advocate of the High Court of Kenya and a Member of the Law Society of Kenya (LSK).
